Coated with something weird?

When I opened the box it has a sand like substance all over it and inside of it which you’re supposed to put treats in there. I couldn’t even wash it off and didn’t feel comfortable letting my dog have it until I spoke with customer service. They offered a replacement. We will see if it arrives the same
